Vice Minister for Foreign Affairs raised this matter with me again today and, on my informing him that I had not

yet received a definite answer from you, stated that it would

not be possible to keep the Naval authorities in check much longer seeing that large quantities of arms and munitions

were now passing to the Chinese forces over Canton-Kowloon

Railway.
